First we need to define the SpecialPower in data\ini\createaherospecialpowers.ini:

    Enum                = SPECIAL_FAKE_LEADERSHIP_BUTTON
    ReloadTime            = 2000

I am not exactly sure what Enum is for (but I guess it's for the AI and other stuff...)
The ReloadTime is not important here since the power will be active all the time.

Next a quick addition to data\ini\createaheroupgrades.inc:
