Useful information for both hex and text editing the gamedata.ini

The game will run at slower speeds or faster speeds depending on FPS value changed.
At 10 fps (for example) the game will run at approx 30% normal speed but give you much more time to plan strategy and play with hero special effects.

Upper limit is 60-70 FPS and makes the game run much faster than normal. Might be useful for speeding up testing of AI or something in mods.

Mouse scroll speed in game settings can be adjusted to compensate.

If the game still has problems scrolling / zooming smoothly:

To hex or text edit scrolling search for the following (in gamedata.ini for text edits)
ScreenEdgeScrollSpeedFactor = 1.0
KeyboardScrollSpeedFactor = 1.0
Change the "1.0" to 2.0 to speed up and smooth out the mouse and keyboard scrolling

If zooming is an initial problem, rotating the view then tapping the zoom keys (num 2-5-8) usually corrects this after a few seconds.

To hex or text edit build times search for (in gamedata.ini for text edits)

MultiPlayUnitSpeedMult = which speeds up or slows down unit build times.
MultiPlayBuildingSpeedMult = speeds up or slows down building construction times.

edit MP1:1.0 MP2:1.0 MP3::1.0 MP4::1.0 MP5::1.0 MP6::1.0 MP7::1.0 MP8:1.0 to some other number.

Less is faster. 1.0 is default speed. 0.5 is HALF the build time
